I guess it is driven by the police, who have honest concerns about their loss of capability. Then there is the court of public opinion and the newspapers, who like nothing better than a good moral panic. To head this off the politicians need to be seen to be thinking hard about the issue. I'd argue it becomes obvious after acquiring minimal knowledge about the workings of computers and networks.
